Is digital rights management a substitute for legal measures when protecting property?

Digital Rights Management (DRM) can be used as a substitute for legal measures up to a certain extent. Many of the DRM technologies out there still have flaws which some pirates can get around, this is where legal measures may still need to come into play.

Does any security measure remove the need for legal recourse?

Legal recourse will never be totally unneeded because, just like firewalls cannot stop some hackers from gaining access to government and financial institution data, there probably won’t be any completely fool proof DRM technology any time in the near future.

Can legal measures stand alone without technical support such as digital rights management?

Legal measures could possibly stand alone without technical support, however, DRM is cheaper than prosecuting thousands of people and some products derived from DRM, such as watermarks, may make it easier to track down and prove that someone is guilty of piracy.
